As far as toilet accommodation is concerned, Document M applies to all new buildings, major extensions or alterations of all buildings to which the public has access (whether on payment or not) where toilet accommodation is provided for public or staff. This includes Offices, Shops, Factories, Schools and Educational Establishments (unless covered by specific exemption), Sport, Leisure and Entertainment buildings, Hotels, etc. It now includes private dwellings, requiring that toilet accommodation be provided in the entrance storey.
